Interior for the delivery of 2,800,000 acre-
feet of consumptive use to Arizona which would
have equal dignity with the contracts then
existing. That was done against the opposi-
tion of some other of the states. Arizona
immediately got busy on the Central Arizona
project. Colorado was sympathetic. Arizona
needs the water, there has been no change in
that, she needs the water. There is a great
need for it. We helped out and we told her
she would never be able to get authorization
from congress unless she had a firm water
supply. We persuaded Arizona to bring suit
against California because there had developed
then a judiciable issue. It was a threat to
Arizona by California's development. Arizona
brought suit. Judge Breitenstein at that time
wrote the complaint. He would have helped
Arizona had he not taken the robes.

Now we find ourselves in the position
where we have to oppose Arizona if they go
ahead with this project, and for good reasons.
Arizona knows the situation. Facts are facts.
It means that we hope that the seven basin
states will now get together in a cooperative
way, which they have at some times in the
past, to work for importation of water.

I'd be glad to answer any questions. I
hope the Board members will familiarize them-
selves with the report. I wouldn't expect
you to know all about the tables, but at
least the text which is short and, we hope,
simple.
