BERTHELSON: <br /> <br />Interior for the delivery of 2,800,000 acre- <br />feet of consumptive use to Arizona which would <br />have equal dignity with the contracts then <br />existing. That was done against the opposi- <br />tion of some other of the states. Arizona <br />immediately got busy on the Central Arizona <br />project. Colorado was sympathetic. Arizona <br />needs the water, there has been no change in <br />that, she needs the water. There is a great <br />need for it. We helped out and we told her <br />she would never be able to get authorization <br />from congress unless she had a firm water <br />supply. We persuaded Arizona to bring suit <br />against California because there had developed <br />then a judiciable issue. It was a threat to <br />Arizona by California's development. Arizona <br />brought suit. Judge Breitenstein at that time <br />wrote the complaint. He would have helped <br />Arizona had he not taken the robes. <br /> <br />Now we find ourselves in the position <br />where we have to oppose Arizona if they go <br />ahead with this project, and for good reasons. <br />Arizona knows the situation. Facts are facts. <br />It means that we hope that the seven basin <br />states will now get together in a cooperative <br />way, which they have at some times in the <br />past, to work for importation of water. <br /> <br />I'd be glad to answer any questions. I <br />hope the Board members will familiarize them- <br />selves with the report.
