KUIPER: <br /> <br />care of the flood problems from Denver on down <br />to the Weld County site." <br /> <br />"Joe, does the Army flood control program <br />then assume a part of the costs of Two Forks?" <br /> <br />"well, the federal flood control program, <br />which is administered by the Army, states that <br />flood control benefits shall be supported by <br />federal costs as to whatever flood control <br />benefits might be achieved in any comprehen- <br />sive project. This is solely a federal cost <br />item provided it can demonstrate incremental <br />feasibility. In other words, the storage re- <br />quirements required for flood control and the <br />proportionate cost of any multiple-purpose <br />project attributed to flood control has to <br />offset the potential benefits before flood <br />control becomes a feasible function in a <br />multiple-purpose project." <br /> <br />1 <br /> <br />"Are there any other questions? Thanks <br />very much, Joe, we appreciate your report. <br /> <br />I think at this point Mr. Kuiper would <br />like to make a comment." <br /> <br />"1 think this is the first time that in- <br />formation on these flood plain information <br />studies has been presented by the Corps to <br />this Board and perhaps some explanation of <br />what they are and the purposes for which they <br />may be used is in order now. <br /> <br />These flood plain information studies <br />will provide the state, municipalities, coun- <br />ties and various political SUbdivisions, with <br />information as to the level which floods of <br />various frequencies and various magnitudes will 1 <br />reach, in order that the municipalities and <br />counties and so on, can intelligently plan <br />their land-use programs and their zoning proce- <br />dures so they can zone to permit the type of <br />construction and land-use which will be least <br />damaged by floods of this frequency. This is <br />simply information to be used for that purpose." <br />
