BARNARD, JR.: "I did make these visits and unfor- <br />tunately this last one was so close to <br />this meeting that I didn't get a chance <br />to get the staffing study committee to- <br />gether and talk with you, Larry. How- <br />ever, it is surprising that what you <br />recommended is exactly what I recom- <br />mended in the preliminary report as a <br />result of what I learned in the other <br />states, with one exception. That is, <br />it appears to me that the amount of <br />legal services available is more dis- <br />proportionate in Colorado than it is <br />in the other states. Their engineer- <br />ing staffs are all, I think, larger. <br />Not better compensated but, as I say, <br />larger and with more programs under <br />way than the State of Colorado. Their <br />legal position is even stronger. They <br />have more people working on these pro- <br />blems than the State of Colorado has~ <br />As a matter of fact, this is particu- <br />larly so in respect to Utah and New' <br />Mexico, about half the size of Colo- <br />rado, and in respect to Wyoming, about <br />20 per cent the size of Colorado. For <br />what purpose it might serve at this <br />time I submit the report. I got the <br />approval at the informal committee <br />meeting here and it might be useful to <br />the Board to have this report read be- <br />fore they act on Mr. Miller's motion." <br /> <br />MR.
