MR. NELSON:

"I was thinking this was a way to
get it started, with the offer or the
proposal that it would be made a career
position on the permanent staff. It
seems to me that time is of the essence
as we all know that Colorado is behind
and if that isn't the route, it seems to
me it would be appropriate to ask for
some kind of a supplemental appropriation.

"That is a definite possibility if
we can find the people we think are
qualified. The reason we want to think
ahead, you never know when these people
may turn up that you are looking for.
There are some I can think of already
that mayor may not be available, I don't
know, but if I could start planning right
now I could contact those people and ask
them what their situation is and if they
would be available on July 1st or would
be available on a contract basis and
when. The sooner we can begin the plan-
ning, the further ahead we are. If we
need supplemental appropriations we
will try to get them."

started to be available July 1st -
couldn't you get these people you had
in mind started on a contract basis
until that time?"

"Yes. I don't think there will be
any difficulty with the Civil Service
Commission nor the Governor's office.
I think we can justify what we need.
The difficulty will be in the appro-
priations. We will take up the budget
later and show that actually we have
practically no increase in our budget
and we can still put on these two
people."
