<br />1118 <br /> <br />MR. SPARKS: <br /> <br />"That points out exactly what hap- <br />pened when we were preparing for Public <br />Law 485. The State of Colorado was <br />faced with the monumental decision of <br />making an intelligent examination of the <br />projects that should be included in the <br />law. We wrestled around and changed, <br />hit and miss we threw projects in there <br />that we know are not feasible because we <br />did not have the time nor the staff to <br />make intelligent decisions. <br /> <br />We must take a close look at all <br />projects. We know there are some in <br />here that are not feasible." <br /> <br />I <br /> <br />MR. PETERSON: "I am going to take exception to <br />the word 'dropped' on any project in <br />the State of Colorado. We may put them <br />down in the line of priority but let's <br />not drop any of them. We are going to <br />see some changes in time that where a <br />project may not be feasible today, five <br />years from now it may be. Let's pick <br />out the ones that are most needed and <br />that are the most feasible and spend <br />our money on those, set the priorities <br />on those and then the ones that are not <br />so needful and not so much desired, put <br />them down at the bottom of the list." <br /> <br />MR. SPARKS: "That course will be followed." <br /> <br />MR. McCANDLESS: "We ought to be able to say which <br />should have priority, where they should <br />be in that line." <br /> <br />MR. NELSON: "The list we adopted a meeting or <br />two ago was predicated on that theory." <br /> <br />MR. W.M.WIl,LIAMS: "Could not these three men, their <br />services, be contracted for from the <br />funds appropriated for these studies?" <br /> <br />MR. SPARKS: <br /> <br />"I'm afraid not. That's what we <br />are doing with the money now. We are <br />contracting and are going to have to <br />contract for other services but as I <br />pointed out, that is a poor method of <br />doing business as far as the Board is <br />concerned.
