MR. SPARKS:

"That points out exactly what hap-
pened when we were preparing for Public
Law 485. The State of Colorado was
faced with the monumental decision of
making an intelligent examination of the
projects that should be included in the
law. We wrestled around and changed,
hit and miss we threw projects in there
that we know are not feasible because we
did not have the time nor the staff to
make intelligent decisions.

We must take a close look at all
projects. We know there are some in
here that are not feasible."

MR. PETERSON: "I am going to take exception to
the word 'dropped' on any project in
the State of Colorado. We may put them
down in the line of priority but let's
not drop any of them. We are going to
see some changes in time that where a
project may not be feasible today, five
years from now it may be. Let's pick
out the ones that are most needed and
that are the most feasible and spend
our money on those, set the priorities
on those and then the ones that are not
so needful and not so much desired, put
them down at the bottom of the list."

MR. SPARKS: "That course will be followed."

MR. McCANDLESS: "We ought to be able to say which
should have priority, where they should
be in that line."

MR. NELSON: "The list we adopted a meeting or
two ago was predicated on that theory."

MR. W.M.WIl,LIAMS: "Could not these three men, their
services, be contracted for from the
funds appropriated for these studies?"

MR. SPARKS:

"I'm afraid not. That's what we
are doing with the money now. We are
contracting and are going to have to
contract for other services but as I
pointed out, that is a poor method of
doing business as far as the Board is
concerned. It is not economical.
That's what we have been doing Bill,
from year to year."
