<br />, <br /> <br />e <br /> <br />e <br /> <br />e <br /> <br />ATTACHMENT 1 <br /> <br />FPR 98-466 <br />Flood Insurance Study, Town of Holyoke, Colorado, February 19, 1987. <br /> <br />KEY ISSUES: <br />. The FIS contains detailed floodplain information for Frenchman Creek within the community. <br /> <br />. The technical information within the 1987 FIS is based on an earlier (June I980) floodplain <br />study published by the U.S. Army Corps of Engineers. The Corps study includes detailed <br />information for Frenchman Creek, South Fork Frenchman Creek, and North Fork Frenchman <br />Creek. The limits of the Corps study extend into unincorporated Phillips COlll1ty, so the Town <br />of Holyoke has available floodplain information for future annexations and developments. <br /> <br />. Holyoke and portions of Phillips County experienced significant flooding during June of 1997, <br />Flood damages occurred along Frenchman Creek and several tributaries. The actual flood <br />boundaries experienced in 1997 support the FEMA floodplain delineations in Holyoke. <br /> <br />COMMUNITY RESPONSE: <br />The Town of Holyoke sent a letter to the CWCB reqnesting designation of their 1987 FEMA <br />floodplain information. Several meetings have been conducted between CWCB staff and the <br />Town/County officials and staff. In light of Holyoke's 1997 flood event, the community is <br />very interested in strengthening their floodplain regnlations, edncating their citizens, <br />reducing their flood risks, developing a comprehensive drainage master plan, and <br />constructing flood control facilities where possible. The City is very receptive to the Board's <br />proposed designation and approval of the 1987 study and mapping. <br /> <br />SUMMARY: <br />The staff recommends Board designation of the floodplain resolution for the Town of Holyoke. <br />The detailed floodplain information contained in the FIS meets the Board's "Floodplain <br />Designation and Approval Rules". The designation will assure that the current regulatory <br />floodplain information for Holyoke complies with state statutory requirements. <br />
