State Agency Planning <br /> <br />I.:il. <br /> <br />State agencies were required to provide water use <br />efficiency plans to the OWC for any state project or facility <br />involving the new construction or renovation which began after <br />January 1, 1993, By Executive Order, Governor Romer directed <br />state agencies to develop water use efficiency plans, including <br />water efficient landscape design, irrigation techniques, water <br />audits and installation of plumbing fixtures, <br /> <br />Plans were received from the Departments of <br />Transportation, Institutions, Corrections, Labor and Employment, <br />Revenue, Military Affairs, Social Services, Natural Resources, <br />Higher Education and Capitol Complex Facilities, Agencies that <br />leased buildings were not required to submit a plan, <br /> <br />. <br /> <br />Most state agencies were willing to comply with the <br />planning requirement, but concluded a lack of funding would <br />make it difficult to implement their plans. Two universities <br />supplied plans including funding mechanisms to implement the <br />measures. OWC coordinated and supervised an audit by Denver <br />Water for the Capitol Complex buildings, Specific measures were <br />identified to reduce water consumption with reasonable pay back <br />periods, The building at 1525 Sherman Street was renovated <br />using efficient plumbing devices, <br /> <br />HigWights include: <br /> <br /> . <br /> . <br /> . <br /> . <br /> . <br /> . <br /> . <br /> . <br />. . <br /> . <br /> <br />Water use efficiency audits for Capitol Complex. <br />Water conserving turf grass around renovated buildings, <br />Water efficiency devices installed and water scheduling at <br />the Governor's mansion, <br />Water use efficiency devices required in Department of <br />Corrections Capitol Construction projects. <br />Irrigation of correctional facilities with lagoon discharge <br />water. <br />Installation of moisture sensors to override sprink1er time <br />clocks at Pueblo Center (Department of Institutions). <br />Landscaping of Cherry Creek and Ridgeway Parks using <br />xeriscape techniques, <br />Turf grass in state parks irrigated with non-potable water <br />whenever possible, <br />Department of Transportation mandated xeriscape <br />fundamentals, <br />Two rest areas with self-compo sting and low flow <br />plumbing, <br /> <br />.j <br /> <br />The planning requirements <br />under HB 91-1154 for <br />state agencies resulted in <br />plans being submitted for <br />10 out of 20 departments, <br />Departments that did not <br />submit plans were leasing <br />their buildings through <br />Capitol Complex (and jell <br />under their plan) or leased <br />buildings in other areas of <br />the state, <br />
