<br />, <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />November 22-23 , 1999 Board Meeting <br />Agenda Item 20 g <br /> <br />UPPER COLORADO RIVER RECOVERY PROGRAM <br />IS-MILE REACH PROGRAMMATIC BIOLOGICAL OPINION <br />CWCB ACTIVITIES & ACCOMPLISHMENTS <br />November 1999 <br /> <br />What it does: The 15-Mile Reach PBO protects approximately 1,000,000 AF of existing <br />depletions in future Section 7 consultations that might be required, It also provides <br />protection for up to 120,000 AF of new depletions, Further, it requires that certain <br />RIPRAP items be implemented, The following is summary of activities and <br />accomplishments that the CWCB has been involved with towards this end, <br /> <br />1, 15-Mile Reach Flow Protection <br />. Case Number 92CW286 -- Decreed instream flow right for 581 cfs during July, <br />August and September to protect return flows from the Orchard Mesa Power Plant <br />and hydraulic pumps, <br />· Case Number 94CW330 -- Decreed instream flow right for 300 cfs during July, <br />August and September to protect accretion flows to the 15-Mile Reach, <br />· Case Number 95CW297 -- Year round instream base flow application filed and <br />subsequently withdrawn, <br />· Case Number 95CW296 -- Year round instream recovery flow application filed <br />and subsequently withdrawn, <br />· RIPRAP has been revised to include an annual review of the need for further <br />instream flow protection, This buys the 3-years of time the Colorado Division of <br />Wildlife wants to develop a procedure for quantifYing instream flow needs and <br />making recommendations on larger, warm water rivers, such as the IS-Mile <br />Reach, <br />2, Ruedi Reservoir Releases <br />· 5,000 AF is provided in 4 out 5 years via modifications to annual operations, <br />· 5,000 AF is provided from storage, <br />· 21,650 AF is provided presently via an annual contract between U,S, Bureau of <br />Reclamation, U,S, Fish & Wildlife Service and the CWCB, which also protects <br />these releases to the 15-Mile Reach, This 21,650 will be split into two blocks of <br />10,825 AF in the future, One block will be split into two pieces of 5,412,5 AF <br />with one piece coming from any facilities benefiting the east slope and one piece <br />from any facilities benefiting the west slope, This first block will be provided on <br />permanent basis, On an interim basis this first block will be provided from <br />William Fork Reservoir (DWB) and Wolford Mountain Reservoir (CRWCD) <br />pending the completion of an agreement. The 2nd block will still come from <br />Ruedi under a long-term contract (15 years is being discussed), Contract <br />negotiations of this 2nd block are just beginning, with Reclamation developing its <br />basis for negotiation, <br />
