Walcher <br />Executive Director <br /> <br />MEMORANDUM <br /> <br />Rod Kuharich <br />CWCB Director <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />TO: <br /> <br />Colorado Water Ctll.servation Board Members <br />t-(J <br />Larry Lang, P,E" Chief, Flood Protection Section <br /> <br />FROM: <br /> <br />DATE: <br /> <br />October 31,2001 <br /> <br />RE: <br /> <br />Agenda Item 24.f, November 19-20 CWCB Meeting <br />Water Supply Planning and Finance, Referred Non-reimbursable Investments <br />Floodplain Mapping Program <br /> <br />Introduction <br />At the January 2001 meeting ofthe CWCB, the Board approved the staff recommendation to authorize <br />$250,000 from the Construction Fund for a floodplain mapping program in Colorado, Following the <br />General Assembly's approval of the 2001 Construction Fund Bill, staff is currently utilizing the non- <br />reimbursable funds to meet 5 separate floodplain mapping needs throughout the state, Staff is now <br />requesting additional funding to continue with much needed mapping studies, <br /> <br />Discussion <br /> <br />Background <br />The CWCB has an active floodplain identification program for the state's 16,000 miles of floodplains, <br />The state, in cooperation with many partners, has studied over 8,000 miles of stream reaches covering <br />90 percent of the developed floodplain areas in Colorado, The factors which might necessitate new <br />mapping studies or revised studies include: <br /> <br />I, "natural aging" of floodplain maps prepared many years ago, <br />2, changes to the floodplain resulting from large floods, <br />3, changes to the floodplain resulting from human activities in the floodplain, <br />4, changes in engineering and mapping techniques and/or data allowing improved accuracy in <br />studies, and <br />5, growth into floodplains previously unstudied, <br />
