<br />1229 <br /> <br />I <br /> <br />some little difficulty in Congress, apparently <br />because of registration laws they apparently <br />failed to observe. Nevertheless Public Law <br />485 was passed against tremenduous opposition <br />and since that time the Upper Colorado River <br />Commission has not done much in the way of <br />educational activity. Now that program has <br />been resumed by the Commission because the <br />battle is only starting. We have these pro- <br />jects to build now and we are a long ways to <br />their completion. <br /> <br />The State of Colorado appropriated some <br />money, through the Legislature, to this Board <br />at that time, back in around '54, which was to <br />be used in cooperation with the other upper basin <br />states. Little or nothing has been done with <br />that money for several years. We still are <br />carrying it in a special fund. We have about <br />$25,000 in that special fund which, as I say, <br />has been largely inactive and I didn't even <br />know it existed until the accountant called it <br />to my attention. <br /> <br />I have done some exploratory work determin- <br />ing how we could best spend that money. The <br />Upper Colorado River Commission has requested <br />that Colorado contribute approximately $7,000 <br />for some films and literature which the Commission <br />hopes to get into production right away. I think <br />I mentioned that to the Board before. This <br />leaves us the balance of some $16,000 or $17,000. <br />I have gone into the production of a film with <br />a film producer here in Colorado for Colorado <br />uses. <br /> <br />I <br /> <br />My thought was we would tie this in with <br />the centennial celebration, have it ready by <br />some time next summer, produce an outstanding <br />quality film which sets forth some of Colorado's <br />problems. For instance, how the water problems <br />are handled, the activities of this Board and <br />what this Board can do and what it has done to <br />further the conservation and development of our <br />water resources. In talking it over with the <br />movie producer, we think we can produce a very <br />fine film which can be shown throughout the <br />
