These encumbered project funds <br />must be un-encumbered or reversed back into the unreserved cash balance of the Construction Fund <br />by the Department of Natural Resources (DNR) Controller's Office or they cannot be used for other <br />purposes. <br /> <br />Background <br /> <br />The attached list of project loans, feasibility studies, grants and non-reimbursable projects <br />have been completed with residual or unused funds remaining from the original appropriated <br />amounts. These funds have remained encumbered by the DNR Controller and consequently have <br />not been made available for new water project loans or grants. <br /> <br />Discussion <br /> <br />Flood Protection.
