<br />. <br /> <br />. <br /> <br />. <br /> <br />DRAFT <br /> <br />fully accomplish the goals of the program. <br /> <br />45 <br /> <br />Goals of IFNL Program 49 <br /> <br />The General Assembly in 1973 set forth the basic goal of the pro- 54 <br />gram in the first line of S.B. 97 when it recognized: "the need 55 <br />to correlate the activities of mankind with some reasonable pres- 56 <br />ervation of the natural environment." The Colorado Supreme Court 57 <br />interpreted this statutory mandate to involve "only that part of 58 <br />the natural environment where survival is affected by stream flow 59 <br />and lakes." Id. <br /> <br />The Board views this program as one created to enable CWCB to ac- <br />quire and protect a property right in water within the framework <br />of Colorado's prior appropriation system. The Board does not <br />intend this program to be a regulatory program that would dupli- <br />cate federal wild and scenic river, endangered species or wilder- <br />ness programs. The Board does not plan to operate this program <br />to effect land use.
