,

Mancos Water Conservancy District
November 25-26, 2002

Agenda Item20a.

Mancos Water Conservancv District . .a
The MWCD was organized January 6, 1941 pursuant to the Water Conservancy Act of _
1937,37-45-101 et sea C.R.S. The District has the power to acquire and sell water
rights, construct and operate facilities, exercise 'eminent domain, levy taxes, and
contract with other agencies, including the CWCB. The MWCD established a water
activity enterprise fund in 1993, in accordance with the provisions of TABOR.

Proiect DescriDtion
Three alternatives were analyzed in the feasibility study:

1. The no-action alternative.
2. Rehabilitate the inlet canal ($4.1 million.)
3. Rehabilitate the inlet and outlet canals ($6.62 million.)

Alternative No.1: No Action. This alternative is unacceptable because it will result in
escalating maintenance and repair costs, and increases the possibility of a serious
failure that would make it impossible to deliver water to customers (water users) during
critical periods. District facilities are over 50 years old and the MWCD has had to make
emergency repairs to the inleUoutlet canals on i;everal occasions during the past 10
years. It is a matter of time before a failure renders the system inoperable for an
extended period.

Alternative No.2: Rehabilitate the inlet canal ($4.1 million.) This alternative would
address the most critical repairs (inlet canal), and delay rehabilitation of the outlet canal.
This alternative was not selected since a sudden failure of the outlet canal, although .a
less likely, would still shut down the system. _

Alternative No.3: Rehabilitate the inlet and outlet canals ($6.62 million.) This
alternative was selected since it will allow the District to systematically schedule and
complete rehabilitation of the entire canal system.

Selected Alternative No.3
The MWCD will use the loan from the CWCB to rehabilitate the inlet and outlet canals to
the Jackson Gulch Reservoir. The MWCD will also replace its shop and headquarters
buildings, and consolidate 3 of its 5 existing loans. The cost estimate is as follows:

Inlet Canal-Replace Concrete Bench flumes (Sill of Sections 1 and 3)
Inlet Canal-Install Buried Geomembrane liner (all of Sections 2 and 4)
Inlet Canal-Replace Concrete Drop Chute (all of Sections 5)

Estimated Cost
(Millions)
$3.21
$0.53
$0.36

$0.81
$0.73
$0.36

$0.20

$0.18

Proiect Item

Outlet Canal-Install Buried Geomembrane liner (all of Sections 1 and 3)
Outlet Canal- Replace Concrete Bench flume~ (all of Section 2)
Outlet Canal-Replace Concrete Drop Chute (aU of Section 4)

Shop and Headquarters buildings-Replace

Loan Consolidation-SWCD (2 loans), and Mancos Valley Bank

Total

$6.62 Million

4t

2
