<br />'~4J <br /> <br />general viewpoints. <br /> <br />I <br /> <br />I believe the channelization as proposed <br />should not be implemented, because there are <br />options and alternatives which are consistent <br />with sound principles of engineering, regional <br />planning and environmental design. These alter- <br />natives will serve a larger range of urban needs <br />and will help us in creating a better metropolitan <br />area. <br /> <br />Basically, the handling of the design flood <br />at 5,000 cfs to 14,000 second feet below Chatfield <br />Dam should give a large maximum of flood plain <br />management and a minimum of relocation and dis- <br />turbance of the channel. Flood plain zoning <br />given in the resolution of the Urbain Drainage <br />and Flood Control District for the flood plain <br />insurance program of the Department of Housing <br />and Urban Development should be implemented. <br /> <br />Certain uses should be permitted with open <br />space and recreational uses emphasized with a <br />nonconformed use assigned as appropriate. <br />Structures should be minimized. There should be <br />every effort to maintain a natural character <br />for the river and its environs. The river should <br />be given a minimum of bank stabilization based <br />on further soil studies. If in the future bank <br />erosion occurs, additional treatment can be <br />undertaken by local agencies. Today, this is <br />being done on the North Platte down below <br />Roberts Tunnel by the Denver Water Board. There <br />is a minimum amount of channelization. They <br />will let the river develop as it meanders. <br />I think it is going to work quite well up there. <br /> <br />I <br /> <br />Despite the absence of the silt loads in the <br />river, the sand, gravel and cobbles of the river <br />bottom may well result in a fairly stable bed. <br />Every effort should be made to upgrade the river <br />as a fishery. At certain locations 'flood plain <br />zoning will not be adequate. Channel alterna- <br />tions and dikes will be needed. And this would <br />be probably undoubtedly adjacent to the Columbine <br />
