Define the flood plain to cover the <br />design flood. <br /> <br />I <br /> <br />2. Effect zoning to provide a moratorium on <br />any more construction or development in the flood <br />plain. <br /> <br />3. Prepare a detailed plan of the Natural <br />Flood Plain Park specifying no channeling, min- <br />imum back stabilization, minimum snag removal <br />and moderate stream improvement to provide better <br />holding areas for trout and free passage chutes <br />for floaters. The plan should also include <br />numerous ponds to be scooped out and filled by <br />seepage or shallow fifty-foot wells, if necessary. <br /> <br />4. Launch a major financing drive to acquire <br />at a fair price the entire design flood plain by <br />combining the financial resources of the local <br />governments (Littleton, Englewood, Denver, etc.), <br />the State of Colorado, and Federal agencies such <br />as the Corps of Engineers (channeling budget), <br />Bureau of Outdoor Recreation, Housing and Urban <br />Development (H.U.D.). The involvement of youth <br />groups such as the Boy Scouts and the Neighbor- <br />hood Youth Corps on some of the work could <br />decrease the cost and also increase citizen in- <br />volvement and support. <br /> <br />Trout Unlimited is working for wise watershed <br />management, habitat protection and sound fish- <br />eries management. We have helped upgrade the I <br />water quality classification in the South Platte <br />to 'cold water fishery' as far downstream as <br />Alameda Avenue in Denver. We have a funded pro- . <br />gram to equip and teach underprivileged children <br />in the Denver area to fish and work on stream <br />improvement projects. <br />
