7224

sunfish, catfish and northern pike; floating
in tuces, kayaks, canoes and rafts; picnicking;
flying kites and model planes; and trails for
bicycling, horseback riding, jogging and walking.

Trout Unlimited recommends that we:

1. Define the flood plain to cover the
design flood.

I

2. Effect zoning to provide a moratorium on
any more construction or development in the flood
plain.

3. Prepare a detailed plan of the Natural
Flood Plain Park specifying no channeling, min-
imum back stabilization, minimum snag removal
and moderate stream improvement to provide better
holding areas for trout and free passage chutes
for floaters. The plan should also include
numerous ponds to be scooped out and filled by
seepage or shallow fifty-foot wells, if necessary.

4. Launch a major financing drive to acquire
at a fair price the entire design flood plain by
combining the financial resources of the local
governments (Littleton, Englewood, Denver, etc.),
the State of Colorado, and Federal agencies such
as the Corps of Engineers (channeling budget),
Bureau of Outdoor Recreation, Housing and Urban
Development (H.U.D.). The involvement of youth
groups such as the Boy Scouts and the Neighbor-
hood Youth Corps on some of the work could
decrease the cost and also increase citizen in-
volvement and support.

Trout Unlimited is working for wise watershed
management, habitat protection and sound fish-
eries management. We have helped upgrade the I
water quality classification in the South Platte
to 'cold water fishery' as far downstream as
Alameda Avenue in Denver. We have a funded pro- .
gram to equip and teach underprivileged children
in the Denver area to fish and work on stream
improvement projects.
