When we said there were no other practical
methods, we meant that because our authority is
limited to flood control. We cannot investigate
the possibility of purchasing the South Platte
valley.. We .could eliminate floods.i:l.long in the
entire South Platte by purchasing eVerything
through Denver. But from a feasible standpoint
and from the viewpoint of our authQrity this is
not possible. This is what I meant when I said
that there is no other practical ~lternative to
flood control."

MR. BORGER:

"Mr. Sparks, could I ask you this then? In
that it is not within your authority to buy the
land adjacent to the flood channel, but it is
within your authority to spend money for channel
rights-of-way, flood control activities, then wa
ask that you join with us in eJ{ploring this
alternative. Perhaps ask that the board author-
ize Mr. Sparks, to seriously explo~e this alter-
native and come back with an answar to this board
no later than January 1, 1972."

1m. SPARKS:

"This alternative was explored to some ex-tent,
but on a limited basis at the very outset. Now
the Corps is doing a detailed analysis. The
possibility that you have mentioned is being
explored. I see nothing wrong with it. I think
we can still meet our time schedule and come up
with the answers. We will never be able to satis-
fy everyone, and as far as this board is concerned,
we are in favor of park areas. I want to make
that point clear."

MR. STAPLETON:

"Senator Shoemaker had a question."

SENATOR SHOEMAKER: "Do you feel, Felix, that your. authority
includes flood plain zoning as well as acquiring
lands for channelization?"

MR. SPARKS: "Senator, we have no direct authority for
flood plain zoning. We have already designated
this area as a flood plain under the authority
that we have. We have taken the official action
to say 'this is a flood hazard area.' The actual
