"I haven't seen the bill. Mr. Sparks indicated
earlier that it is for a flood control:prOject.
But that is language, what we are sayihg is that
it is for a flood control project. Now if we can
show to you that you're seeking to buy an open
park for flooding and not flodd private property
adjacent to it in a larger sense that is a flood
control project. The money of the state is being
directly spent for flood control. It is not
being spent to build the channel, but it is being
spent to keep private property from flooding. All
we are saying is, your money is correctly spent,
go ahead and spend it, but spend it for land
acquisition to buy parks so that that' 5 all that
is flooded from these flash floods, no private
property is included.'

Conceptually, your purposes are made exactly
and the Corps of Engineers purposes are made
exactly. .But conceptually ih a longer range
senSe, there is more than just flood control in-
volved. Either the State of Coloarado has acquired
the additional 400 acre park that is to be used
for open spaces---."

. "But you are saying that you want to buy land
that will be flooded obviously which it will be,
for recreation purposes. What you are asking the
state to do in this case is to acquire land that
is in the flood plain that will obviously be
flooded for recreational purposes. I don't under-
stand it."
