When <br />the people downstream got their decrees there <br />wasn't all this development along the river. <br />Even the '65 flood was no flood at all as far as <br />nature was concerned. It really wasn't a great <br />amount of water. This flood peaked at less than <br />40,000 second feet in the metro area. A day <br />later there was a flood on the Bijou which peaked <br />at about 470,000 second feet. You can imagine <br />what would have happened here if such a flood had <br />occurred. A dam must be designed for a certain <br />release. That has been done based upon various <br />compromises. At times there would be less than <br />5,000 second feet released if there were addi- <br />tional water coming into the channel below. The <br />dam may be cut off tight at times. This is an <br />irreversible factor in the planning at this time. <br />That is the way the dam is designed now being <br />constructed." <br /> <br />I <br />
