By generating its own augmentation water GDT hopes to protect itself from possible <br />curtailment and help GASP strengthen its coverage in the same area of the river. <br /> <br />Feasibllltv Studies <br /> <br />A preliminary feasibility study has been completed by engineer Brent Nation, P .E. of Fort Morgan, in <br />accordance with CWCB guidelines. The study includes an assessment of alternatives available to <br />generate augmentation alternatives for GDT. . <br /> <br />. <br /> <br />. Proiect SDonsor - Glen D. Tovne <br /> <br />GDT is the owner and operator of a private farm located in Northeastern Colorado in Sedgwick <br />County, and is the project sponsor. GDT farms next to his father and his brother who own <br />Platteview Ranch, Inc. GDT has chosen to include their need for augmentation in with his own <br />project. Of the 517 irrigated acres GDT has 357 acres (5 wells) and Platteview Ranch, Inc. has 160 <br />acres (3 wells). GDT is responsible for 75% of the project funding (including securing the CWCB <br />loan), and Platteview Ranches, Inc. is responsible for ,25% of project funding. The CWCB loan <br />contract will be with GDT. In addition to the 357 acres of irrigated above, GDT owns and farms an <br />additional 190 acres of dryland, and rents and farms an additional 655 acres of irrigated land. <br /> <br />Water Riahts <br /> <br />The Toyne's currently have decrees on the 8 wells used for irrigating their farms, providing <br />approximately 1,100 acre-feet per year. These wells are augmented through GASP. The proposed <br />recharge well and the augmentation well will require a new water right that is currently being . <br />sought. This new recharge water right will be for a maximum of 7.8 cis with an average annual <br />yield of 3500 acre feet. The recharge well permit was issued on March 3, 2003 (#59193-F), and <br />the augmentation well was applied for on February 28, 2003 and approval is still pending. <br /> <br />Proiect DescriDtion <br /> <br />Three alternatives to generate augmentation supply for GDT were considered in the feasibility <br />study: <br /> <br />1. No-action alternative. <br />2. Purchase a senior water right and use it for augmentation. <br />3. Construct a recharge pond filled using recharge wells. ($115,000) <br /> <br />Alternative 1, No-action, was not considered acceptable due to the continuing changes in the water <br />community as a result of extreme drought conditions. Supplies currently used augment the 8 <br />Toyne wells are entirely secured by GASP on a one-year lease basis. Even though GASP has <br />provided augmentation coverage for the last 30 years there is no certainty of total augmentation <br />coverage with GASP. If any of the leases are not renewed, or cannot be renewed due to drought <br />conditions, the GOT could not operate their wells. This would be an annual loss of approximately <br />1,100 acre-feet, leading to major loss of crops. <br /> <br />Alternative 2, Purchase a senior water right and use it for augmentation, while a common option for <br />Front Range communities, this was not considered fihancially viable for GDT. A recently available <br />senior water right for sale in their area would have come with the purchase of a farm controlling the . <br />Ramsey Ditch, The Ramsey Ditch Is a 12 cfs direct flow right with a date of August 1894. In order <br />to obtain the water right, the entire farm would have had to been purchased at a price of $1.25 <br />million. This price does not even include the legal fees associated with converting the water right <br />over to augmentation use. <br /> <br />Page 2 of 6 <br />
