Agenda Item 23, March 24-26, 2003 Board Meeting,
Statewide Water Supply Initiative (SWSI) Implementation Update

This agenda item is intended to update the CWCB on the implementation ofthe SWSI. Over the last
month CWCB staff and management have meet several times with the selected Consultant, Camp
Dresser & McKee, and one of their subcontractors, GBSM to develop a scope of work. We have
completed a Draft general scope of work which is attached for your review. We have also meet with
the Board's Steering Committee (a.k.a technical committee) and we are currently in the process of
developing a detailed scope of work.

Given the importance of the project, and our desire to begin work as soon as funds might be
available (late April or Early June) we are requesting that the Board approve the Draft general scope
in concept, and authorize staff and the Board's Steering Committee to finalize a scope of work.
Upon completion of a final scope of work we would then enter into formal contract negotiations, and
provided that the terms are acceptable,. execute a contract for the work once funds become available.
