<br />I <br /> <br />I <br /> <br />There is consideration of the state highway actually being routed <br />through the Parachute Creek area over into the C. B. tract. And that <br />would put another strain on the community. <br /> <br />I would like to ask Bob if he has any comments. <br /> <br />MR. WITKOWSKI: I will keep my comments brief. I would like to stress <br />the fact that Garfield County heartily supports Grand Valley's request <br />for this money. Grand Valley is the smallest incorporated community <br />in the County of Garfield; but, unfortunately, that fact doesn't let <br />it escape some of the pressures that we have been experiencing in the <br />county. It seems as if the pattern has been set up in the past several <br />months that, regardless of what happens to oil shale, a lot of various <br />kinds of related developments to coal and to other kinds of energy <br />development in the west impact Garfield County. It impacts Garfield <br />county because of the lack of housing. The only real centers of hous- <br />ing or development, everyone of them gets impacted no matter how far <br />away they are. Sometimes we feel that some of the commuting distances <br />that people get involved with are unreasonable and unrealistic; however. <br />they are there. You find people coming to Grand Valley to live that <br />work perhaps two or three commuting hours one way. <br /> <br />Right now, in the county, this request for money is-being paired with <br />a request by Garfield County for portions of the Oil Shale trust Funds <br />to be delivered to the county SO we have provided for the rest of the <br />money for this water system construction and design to be a part of <br />Garfield County's oil shale request. <br /> <br />The last thing I would say is that in Garfield County we hear quite a <br />bit about impact. Of course, it is a constant. ever increasing topic; <br />and, I keep trying to tell people that there are a great many things <br />that are going to happen to Garfield County and in Western ColoradO <br />that nobody is going to have any control over, not the federal govern- <br />ment or the state government or local government. I think it is going <br />to be traumatic. There is a great deal of planning, and you can pump <br />all the planning engineers into that area, and you could never affect <br />it. It is unfortunate. However, there are things that we can do, and <br />one of those things is to try to establish the basic life support <br />systems for the amount of people we project will be there. So at <br />least we have a start on trying to solve some of the problems we can <br />see ahead of us and clear out some in the future. We hope that, when <br />we come up against some of the prOblems that are going to be very <br />serious, we will have time and the money and the will to do it. <br /> <br />planning <br />Is this <br /> <br />MR. FETCHER: I note on page 3 of the summary that you are <br />to divert the Colorado River for your new supply of water. <br />correct? DO you have the water rights to do that? <br /> <br />MR. CARPENTER: The town has a conditional decree for 30 cfs out of the <br />river. They also have some other undefined rights out of two of the <br />ditches, the Daisy Ditch and one other out of Parachute Creek. In <br />consultation with the Town Attorney of Rifle, we have determined that <br />we have adequate filings for water rights to develop the further <br />supply, certainly to cover this project further into the furture alsO. <br /> <br />-9- <br />
