OF THE ARKANSAS GROUNDWATER USERS ASSOCIATION
(NON-PROFIT)

This is to certify that we, the undersigned residents of the
state of Colorado, to-wit;
Clifford Walter, Jack Miles, Alfredo Potestio, John Sliman,
C.R. Evans, have united ourselves to become a body corporate
under the name of ARKANSAS GROUNDWATER USERS ASSOCIATION under
and by virtue of the laws of the State of Colorado, do hereby
make, execute and acknowledge this certificate in writing of
our intention so to become a body corporate;

FIRST
Name

The corporate name of said corporation shall be: ARKANSAS
GROUNDWATER USERS ASSOCIATION. (Hereinafter referred to as AGUA.)

SECOND
Purposes and Powers

Said Corporation is incorporated for the following purposes:

1. PURPOSES: By all lawful means and in all l'awful ways to .
protect and develop the surface and underground waters of the
State of Colorado in the Arkansas River Basin to their fullest
use. AGUA shall have the right to:

(a) Conduct and or participate in studies and research, ---~
including but not l'uuted to:

(i) the amount, kind, use, location and developmentl .~
of underground and surface waters located in, or - r
originating in, the State of Colorado. --'

ii) weather modification in the State of Colorado,
in order to increase the surface and underground
waters of Colorado by precipitation.

(iii) transmission into the State of Colorado of
waters outside the State of Colorado.

(iv) the location of dams, channels, ditches,
pipelines, drains, pumps, and each and every other
structure or facility of any nature whatsoever
relating to water; and to encourage the use of the
same in order to make effective use of the waters
of the State of Colorado.
