Seotember 7. 1995 <br /> <br />Call to Order <br /> <br />8:15 a.m. <br /> <br />A regular meeting of the Colorado Water Conservation Board was reconvened at the <br />Community Center Building, 610 South Sixth Street, in Lamar, Colorado. The meeting <br />was called to order at 8:15 a.m. on Friday, September 8, 1995, by Chairperson David <br />Harrison. Nine voting members were present so there was a quorum (at least six <br />required). Board members present were Eric Kuhn, Patricia Wells, Janice Sheftel, David <br />Harrison, David Smith, Ray Werner, Ray Wright, Alan Hamel, and Jim Lochhead. Also <br />present were Jennifer Gimbel from the Attorney General's Office, Hal Simpson from the <br />State Engineer's Office, Grady McNeil from Wildlife and Chuck Lile' <br /> <br />16. <br /> <br />Lower Rio Grande Feasibility Study MOV <br />Tape 3 Start/Stop 1650 - 2190 <br />Action: David Harrison recused himself from this item. Patricia Wells made a <br />motion that the CWeB Director enter into a Memorandum Of <br />Understanding with Rio Grande water users to fund the scoping study. <br />The motion was seconded by Ray Wright and approved unanimously (8-0), <br />subject to a review and changes by the Attorney General's Office. <br /> <br />17. Report from Executive Session <br />Tape 3 Start/Stop 2190 - 2396 <br />Action: Jennifer Gimbel and Carol Angel from the Attorney General's Office gave <br />a report on the Executive Session. As a result of that meeting, one motion <br />was made. <br /> <br />In regards to the Peoole v Highland and Ninemile; (95SA245) a motion <br />was made by Patricia Wells that the Attorney General's Office file an <br />amicus brief supporting the validity of the 1980 Operations Plan for the <br />Arkansas River in the appeal of Peoole v Highland and Ninemile. Alan <br />Hamel seconded the motion and it was approved unanimously (9-0). <br /> <br />18. <br /> <br />Purgatoire Water Conservancy District Purchase <br />Tape 3 Start/Stop <br /> <br />3336 - 5023 <br /> <br />'Voting tallies are based on members present for voting.
