BASIS FOR INSTREAM FLOW RECOMMENDATION

The DOW documented that a natural enviromnent is present in the form of a brook trout fishery.
Based on the DOW's biological recommendation, flows of4 cfs, summer, and 1.75 cfs, winter, are
necessary to preserve the natural environment to a reasonable degree. However, the winter instream
flow recommendation was reduced to 0.75 cfs (11/1-5/31) based on the water availability analysis. The
DOW believes the lower flow recommendation will still preserve the natural enviromnent.
· CWCB staffhas conducted a water availability analysis and determined these amounts are available for
the Board's appropriation.

· CWCB staff has determined that adequate water supplies exist such that the natural environment may be
preserved without limiting or foreclosing the exercise of valid existing water rights.
