BASIS FOR INSTREAM FLOW RECOMMENDATION

The DOW documented that a natural environment is present in the form of a rainbow and brook trout
fishery _
Based on the DOW's biological recommendation, flows of 1.25 cfs, summer, and 0.5 cfs, winter, are
necessary to preserve the natural environment to a reasonable degree. However, the winter instream
flow recommendation was reduced to 0.3 cfs (1211-3/14) based on the water availability analysis. The
DOW believes the lower flow recommendation will still preserve the natural environment.
· CWCB staff has conducted a water availability lInalysis and determined these amounts are available for
the Board's appropriation.

· CWCB staffhas determined that adequate water supplies exist such that the natural environment may be
preserved without limiting or foreclosing the exercise of valid existing water rights.
