Notice to Appropriate Instream Flow Water Rights in Water Division 2

GENERAL BACKGROUND

As per the Procedures for New Instream Flow Appropriations (procedures), adopted by the Board
in May of 1997, the attached Phase IT streams are being proposed to be advanced to the Public
Review and Comment and Board Action Phase, or Phase ITI. These instream flow segments have
been reviewed by CWCB staff to ensure each flow recommendation and data set is complete and
standard methods and procedures have been followed. In addition, staffhas completed its map work
and initial water availability studies.

Staffhas identified approximately 25 stream segments which are ready for Phase 3. These reaches
are located in Teller, Lake, Chaffee, Fremont, Pueblo and Custer Counties. Staffhas received public
comment regarding some of these streams from the Southeastern Colorado Water Conservancy
District (Division 2 USFS Reserve Water Right C1aims), JR Kenney, Kristin Johnson, John & Cathy
Simpson and John Randerson (Greenhom and Graneros Creeks).

TECHNICAL INVESTIGATIONS

The enclosed packet of technical data forms the basis for the staff's recommendations.
