Introduction
The Four Seasons Trout Farm (FSTF) is applying for an $85,500 Small Project loan to rehabilitate
the fish hatchery. The total cost of the project is $97,945. This request is for a CWCS loan to
rehabilitate a fish hatchery and eliminate whirling disease in accordance with HS 01-1024
(Concerning Financial Incentives for Commercial Fish Hatcheries that test Positive for Whirling
Disease.) Please see the attached project summary and map.

Backqround
The FSTF, 10C<lted in Delta County, operates the Four Seasons Trout Farm Fish H<ltchery, a
commercial fish operation. The hatchery is located in Cedaredge and was constructed in about
1925. The hatchery recently tested positive for whirling disease.

John Niblack purchased the hatchery in 1986 to run as a business. In 2000 the hatchery tested
positive for whirling disease. Mr. Niblack hired McMillon Engineering to design improvements.

FSTF needs to complete the rehabilitation work as soon as possible, in order to get the hatchery
certified negative for whirling disease and resume business, a process that requires approximateiy
14 months. It would be a hardship for the FSTf to delay rehabilitation work until 2003. The FSTF
is therefore eligible for a Small Project Loan from the Construction Fund.
