The CWCB and the North American <br />Council are meeting with officials to use the organic act to put "research in weather <br />modification" into NOAA's mission. Currently no federal agencies have weather <br />modification in their mission. Member of the North American Interstate Weather <br />Modification Council have met with NOAA official's requesting that $5 million be made <br />available yearly to western states practicing weather modification for a competitive <br />research and development proposals. The goal is to get weather modification research a <br />part of a base budget request that will not take funds from other NOAA programmatic <br />areas. <br /> <br />Numerical Modeling Study: htto://rams.atrnos.co1ostate.edu/clseeding/. CWCB and <br />CSU recently submitted the third quarter progress report to the U.S. Bureau of <br />Reclamation for the "Numerical Simulations ofSnowpack Augmentation for Drought <br />Mitigation Studies in the Colorado Rocky Mountains. All reports and graphical maps of <br />seeding simulations can viewed at the above mentioned hyperlink. The final report is <br />due to Reclamation in late fall and a presentation at a CWCB Meeting will summarize the <br />study fmdings. <br /> <br />Town of New Castle Joins the National Flood Insurance Program: Effective July 22, <br />2004, the Town of New Castle became a participating member of the National Flood <br />Insurance Program (NFlP). New Castle becomes the third community in Colorado to <br />join the NFlP during the previous 12 months. The other two communities that have . <br />joined in the last year include the Town ofJohnsto~ and the Town of Eagle. The Town <br />of Eagle was a reentry to the program after being suspended at an earlier date. With the <br />Town of New Castle joining, 232 of Colorado's 332 eligible communities voluntarily <br />participate in the NFlP. By joining the NFlP, the Town of New Castle voluntarily agrees <br />to enact a local floodplain ordinance and enforce floodplain regulations in return for the <br />availabilitY of flood insurance throughout the community and the availability of <br />additional federal mitigation grants. <br /> <br />CWCB Hosts Floodplain Management 101 Workshops: The CWCB sponsored and <br />held a series offour workshops entitled "Floodplain Management 101" throughout the <br />state during the month of August. These workshops, held August 24-27 in Durango, <br />Glenwood Springs, Colorado Springs, and Greeley. The workshops, co-sponsored by the <br />Colorado Association of Stormwater and Floodplain Managers (CASFM), were <br />conducted by Kevin Houck of the Flood Protection Section. Approximately 70 people <br />attended the workshops, which focused on the basics of floodplain management including <br />mapping, regulations, and insurance. The CWCB's role in floodplain management in <br />Colorado was discussed at length. In addition, the roles ofCWCB's other sections were <br />discussed, and a number of CWCB souvenirs and literature were given away. Feedback <br />from the workshops has been very positive, and a similar program is likely to be repeated <br />next year. <br />
