This project involves the rehabilitation of the Grass Valley Canal siphon, <br />addressing seepage at the Harvey Gap Dam, sediment removal from the spillway chute at Rifle Gap Dam, and replacement of <br />the pumps at the District's main Pump Plant. The project is currently under design and is scheduled for construction in 2005. <br /> <br />8. Silt Water Conservancy District - Pump Plant Rehabilitation <br /> <br />Authorization: Construction Fund <br />Water Source: Colorado River <br />Terms of Loan: $486,000 @2.75% for 30-years <br /> <br />County: Garfield <br />Project Yield: nla <br />Project Type: nla <br /> <br />The Silt Water Conservancy District operates a pump plant on the Colorado River to deliver water to its Pump <br />Canal, which serves agricultural users on the lower reaches of Silt Mesa. The pump plant was built in the 1960's and is <br />located 2 miles east of the Town of Silt. The current pumping plant has a capacity of36 cfs and delivers 4,000 acre-feet per <br />year. Excel Energy must replace the existing pump plant transformer due to an upgrade of transmission line. Western <br />Area Power Administration will design the project in 2003. The total project cost is anticipated at $550,000. Excel <br />Energy has indicated to Silt that the need for the new transformer will not be required until 2006/07. Loan contract will be <br />modified to accommodate the time extension. <br /> <br />9. The Union Ditch Company has tiled application for an augmentation plan to provide replacement water <br />for 40 junior wells owned by the shareholders, formerly serviced by GASP. This project involves the development of 3 <br />recharge ponds, placement of flow measurement devices, and headgate structures into the ponds. The ponds will be filled <br />by gravity flow from the Union Ditch. Union Ditch Company is planning on construction I of the recharge ponds this <br />spring (Mecure # I site) with the remaining 2 ponds to be constructed in the fall/winter of 2004/05. <br /> <br />10. Colorado River Water Conservation District - Enlargement of Elkhead Reservoir <br /> <br />Authorization: <br />Water Source: <br /> <br />Terms of Loan: <br /> <br />Construction Fund <br />Yampa <br /> <br />$11,000,000@3.75% for 20-years <br /> <br />County: Moffat and Routt <br />Project Yield: 12,000 acre-feet <br /> <br />Project Type: Reservoir Enlargement <br /> <br />The Colorado River Water Conservation District is located in Glenwood Springs and is comprised of all or part of 15 <br />counties that are in the northern half of the Colorado River drainage basin. The District conserves, uses, safeguards, and <br />develops water resources of the Colorado River and its tnbutaries to which the State is entitled to under the Colorado River <br />Compact. The River District in conjunction with the Upper Colorado Recovery Program are going to enlarge Elkhead <br />Reservoir by raising the exisring dam 24-feet. for the purpose of obtaining additional storage to support endangered fish species <br />downstream and for municipal, industrial, and agricultural use. The project is currently in the design phase and is anticipated to <br />commence construction in early 2005 and be complete in 2007. <br /> <br />II.
