On the Crystal River, The call triggered the operation ofsevcral augmentation plans. resulting in the
release of ups Ire am stored water. In addition, the Division Engineer curtailed a few senior rights that
\vere not putting diverted water to a beneficial use. and were returning the diverted water downstream
of the ISF reach,

On the East River, it is currently anticipated that (he nows will drop significantly below the Board's
decreed amount once upstream senior irrigators start dIverting again following haying operations. It is
likely that the call will result in the curtailment ofajunior 1996 right for 75cfs that is being used to fill
several small ponds.

In all cases, the stafThas been working closely with the Slate and Division Engineers to evaluate the
impact of the calls on other \vater rights. The Board's calls will remain in effect until further notice, or
until flo\\s rise in the affected streams. Without significant precipitation. it is likely that additional
calls for the Board's instream now rights will follow. Staff will continue to keep the Board updated as

The prcJiminary end-of-year measure for 2003 California agricultural consumplive use of Colorado River
\vater under the first three priorities and the sixth priority of the 1931 California Seven Parry
Agreement was measured as 3.750 ~1AF. The target under the ISG for the end of 2003 was 3.7-lQ
MAF. thus California was in substantial compliance with the ISG. Tracking oruse in 2004 is shown
bcJov,,: through July 1 with forecasted uses at the end of 200-l of approximately 3.69-l ~1AF.
California agricultural uses must be reduced to 3.64 MAF by the end of 2006.

RinrWare/CRSS ~Iodel: We are in the process of obtaining licensing and training for the RiverWare
model. which is used by Reclamation in its Colorado River Simulation System (CRSS) for policy-
making and planning purposes in the Colorado Ri\'er Basin_ We will use the model to investigate
system operation scenarios beyond those in the Reclamation's modeling studies. particularly relating to
future reservoir operations in the case of a prolonged drought.
