The coalition's goal is increasing the federal investment in water
infrastructure to $1 billion by FY 2005. Congress funded this account at the $762 million level for FY 2002.

During the past 10 years the western states' population grew faster than any other region (19.7 percent) with
the demand for water increasing just as dramatically. Tom Obsborne (R-Neb) wrote a
letter to Interior Secretary Norton questioning the appropriateness of a critical habitat designation for
whooping cranes along the Platte River. He urged that the National Academy of Sciences or a sinrilar
independent group review the plan. Osborne said the Platte River cooperative agreement raises more
questions than answers. Osborne also held a congressional hearing on Platte River issues in Grand Island on
Feb. 16.
