<br />Western Water Organizations Campaign for Reclamation Budget: Western water groups working
<br />through an "Invest in the West" coalition are campaigning for funding for critical water supply
<br />improvements throughout the West. The coalition's goal is increasing the federal investment in water
<br />infrastructure to $1 billion by FY 2005. Congress funded this account at the $762 million level for FY 2002.

<br />During the past 10 years the western states' population grew faster than any other region (19.7 percent) with
<br />the demand for water increasing just as dramatically. In addition to a rapidly growing population, aging
<br />infrastructure, increasing environmental mandates and recurring drought conditions threaten the cornrnunities
<br />and economies established throughout the West.

<br />Nebraska Senator Critical of Platte Habitat Plans: On Feb, 26 U.S. Rep. Tom Obsborne (R-Neb) wrote a
<br />letter to Interior Secretary Norton questioning the appropriateness of a critical habitat designation for
<br />whooping cranes along the Platte River. He urged that the National Academy of Sciences or a sinrilar
<br />independent group review the plan. Osborne said the Platte River cooperative agreement raises more
<br />questions than answers. Osborne also held a congressional hearing on Platte River issues in Grand Island on
<br />Feb. 16. About 350 people attended.
