<br />Flood Mitigation Assistance (FMA) Program Update: Two grants are available from FEMA for reducing <br />flood risk in local communities. The Flood Mitigation Assistance (FMA) program offers 1) grants for <br />developing local flood hazard mitigation plans, and 2) grants for completing flood hazard mitigation project. <br />to reduce flood risk in communities. The grant program is directed and administered by the CWCB. <br /> <br />Over the five years since the program has been in existence, twelve flood hazard mitigation projects have <br />either been completed or are underway including 1) bank ~tabilization, 2) acquisition of flood prone <br />structures, 3) culvert replacements, and 4) charmel conveyance improvements. The projects have occurred <br />from Prowers County in southeastern Colorado to Basalt in the central mountains. All communities that have <br />undertaken projects have also adopted local flood hazard mitigation plans. As we move into an era of <br />increased flood hazard mitigation plarming, more and more Colorado communities will be adopting local <br />plans. Using funds from federal fiscal year FY 02, planning grants are being provided to Rio Blanco and <br />Eagle counties. A project grant is being provided to the T\lwn of Basalt for acquisition of two floodprone <br />structures located in the floodway of the Roaring Fork River. <br /> <br />2001 Flood Documentation Report: We have received a draft of the 2001 Colorado Flood Documentation <br />Report from URS consultants. The report documents seven flood events that occurred during the 2001 flood <br />season. A copy of the final report will be available for Board members and interested parties to review at the <br />Board meeting. <br /> <br />Statewide Drainage and Floodplain Management Criteria Manual: WRC Engineering has submitted a <br />draft of the Criteria Manual for all Phase I chapters. We staff will review the draft and set up a formal review <br />'meeting. Funding for Phase II is included in the Proj ects I{ill. <br /> <br />Arkansas River Basin Issues <br /> <br />Kansas v Colorado: Attached is a letter from Ken salazar. to a constituent in the Arkansas River Basin. The. <br />letter highlights several encouraging developments and it is attached for your information. <br /> <br />Kaw Nation Federal Reserved Water Rights: Daniel Kerrigan, CEO for Sundown Capital and <br />Development LLC, has sent a letter to Hal Simpson reque$ting negotiations to establish rights to Arkansas <br />River water for the Kaw Nation in Oklahoma pursuant to Winters v United States, 207 U.S. 564 (1908). We <br />are looking into this matter. <br /> <br />Las Animas County Groundwater Investigation: The CWCB has contributed $25,000 (and potentially an <br />additional $60,000 in FY 2002-03) to a groundwater investigation being conducted by the USGS in Las <br />Animas County. This is a scoping investigation to identify sources of information and data, determine the <br />validity of the information, and propose a plan for obtainiJ;1g additional data that may be necessary to better <br />characterize the county's groundwater resources. ' <br /> <br />Arkansas Valley Pipeline Project: This project invo1ves'a feasibility study of a pipeline to deliver <br />municipal water to communities downstream of Pueblo R~servoir. Initially conceived as a component of the <br />Fry-Ark Project in the 1960's the conduit was not constructed due to poor cost-benefit considerations at that <br />time. This study will re-examine both benefits and costs under present conditions. Phase I of the project <br />(data collection, screening and fatal flaw analysis) is nearing completion (Spring 2002). Two sizing options <br />were developed (18,000 AF\Year and 9,000 AF\Year), at this cursurory level, few details were included. <br />Costs were estimated to range from $140 to $200 million ~ollars depending on the capacity of the project. <br />Subsequently, a decision to move ahead with Phase II (f~asibility and cost analysis) was made in February <br />2002. The CWCB's contract for 50% participation in theioverall study, up to $100,000 was approved on <br />January 3, 2002. Phase II is scheduled for completion in September 2002. Staff will be reviewing interim <br />study products as they are produced. <br /> <br />. <br /> <br />14 <br />
