Tom Cech - Central Colorado Water <br />Conservancy District <br /> <br />A letter will be sent to all members in the near future and a Steering Committee meeting will be held shortly <br />thereafter. <br /> <br />Colorado Water Trust: The Colorado Water Trust recently held a planning retreat for their Board to <br />develop goals and strategies for accomplishing their mission: to acquire, or assist others in acquiring water <br />rights or interests in water rights, using market-based approaches, from willing sellers, for conservation <br />benefits. The Water Trust Board also reaffirmed their commitment to work with the CWCB 1l11der existing <br />laws to achieve their goals. <br /> <br />The Water Trust is also pursuing start-up funding and has submitted grant applications to several <br />organizations. The Trust recently received a $25,000 Disoretionary Grant from the Wildlife Commission, <br />The Trust intends to use those f1l11ds to develop criteria and guideli11es for acquiring water and, with input <br />from State agencies and non-profit groups, to identify water acquisition priorities throughout the state. <br /> <br />County Profiles: The DNR has published its annual C01l11ty Reports for 2002--an update of statewide . <br />Department activity broken down by C01l11ty. The report can be found at <br />http://dnr.state.co . usl aboutus/oublications. asp. <br /> <br />Action 22 Resolution: At the last meeting of Action 22, the group representing the 22 Eastern Slope <br />c01l11ties, a resolution was adopted that supports the contin,ued and expanded use of Severance Tax Trust <br />F1l11d Operational Acco1l11t funds for local water planning.. <br /> <br />MEGA Board Severance Tax Letter: A copy of the letter the state Minerals, Energy and Geology Policy <br />Advisory (MEGA) Board sent to the JBC opposing the transfer of Severance Tax to the General F1l11d is <br />attached. <br /> <br />Water Center Newsletter: The latest issue of Colorado Water, published by the Water Center ofCSU, is <br />available on-line at www.cwrri.colostate.edu. The newsletter contains lots ofinformatio11 about awards, grant <br />opportunities, upcoming meetings, summaries of news articles about water issues published throughout the <br />state and a calendar of events. <br /> <br />State Fair: The DNR is hiri11g Brian McLaren to design and construct a water exhibit for the 2002 State Fair <br />in Pueblo. The exhibit will highlighting how water is used. Brian worked for the Museum of Nature and <br />Science before becoming a private consultant. <br /> <br />Net Irrigation Requirements Study: We have hired the Colorado Department of Agriculture to determine <br />if there is a correlation between Net Irrigation Requirements (NIR) and Consumptive Use (CU) that can <br />utilized to estimate CU statewide, until the Decision Support System (CDSS) is complete, and also for the <br />interim years between CDSS irrigated acreage updates. <br /> <br />Groundwater Commission Update: At its February meeting, the Colorado Groundwater Commission . <br />heard testimony from a variety of interests about whether the anti-speculation doctrine applies to Denver <br /> <br />12 <br />
