24. Henry Bolen Ditch Company - Ditch Rehabilitation

Authorization: Severance Tax Fund
Water Source: Mancos River
Terms of Loan: $128,750 @ 2.5% for 30 yrs.

County: Montezuma
Project Yield: 2,505 ac.ft.
Project Type: Ditch Rehabilitation

The Henry Bolen Ditch Company consists of 7 members, which own and operate 2.5
miles of ditch. The proposed project involves enclosing the existing ditch system with
12,000 linear feet of pipe. The project is being designed and partially funded by the
Natural Resource Conservation Service as part of their Salinity Control Program. The
project commenced construction in November of 2005 and was recently completed in
May of 2005. Project substantial completion is scheduled for August of 2005.

25. Pine River - Bayfield Ditch Company - Siphon Replacement Project
Authorization: Construction Fund County: La Plata
Water Source: Vallecito Reservoir Project Yield: 8,866 ac.ft.
Terms of Loan: $297,000 @2.75% for 30 years Project Type: Siphon Replacement

PRBDC provides irrigation water to a 2,596-acre service area in La Plata County,
generally south of the Town of Bayfield. The Pine River Bayfield Ditch is a lateral
extending off of the Schroder Ditch and is a carrier ditch for shareholders owning Pine
River water rights and Pine River Irrigation District water shares (Vallecito Reservoir).
The PRBDC headgate is located east of the Town of Bayfield, above Beaver Creek.
From the headgate, the ditch flows through a concrete flume and into the Beaver Creek
siphon, a 32-inch diameter steel pipe siphon, 2300 feet in length, dropping an estimated
100 feet in elevation, as it runs under Beaver Creek. The current siphon was built in
1955-1957, with a design life of 30 years, and is in deteriorated condition. The steel has
oxidized to the point where the pipe walls have thinned in many places beyond repair. A
new 30-inch PVC pipe, designed by the Durango NRCS Office to carry 37 cfs, will
replace the existing siphon. NRCS has completed the design and the project was bid in
October of 2004. The Company is reviewing the bids and are anticipating award the
contract to Gosney and Sons, Bayfield, Colorado. The total construction costs have
increased from $267,000 to $307,000. The Company requested an additional $30,000 in
loan funds at the November 2004 Board Meeting, which was approved by the Board.
Project construction has commenced and 95% of the pipe has been laid. The Contractor
is currently constructing the concrete inlet and outlet structures with project completion
scheduled for August of 2005.

26.
