<br />Federal and Interstate <br /> <br />Ditch Bill Update: In our efforts to keep the Board apprised of the progress by the U.S. Forest <br />Service on the issuance of Ditch Bill Easements the following information was provided by <br />Kevin Riordank Regional Ditch Bill Coordinator: <br /> <br />Julv 2005 Region 2 Ditch Bill Easement Application Status Update <br /> <br />. Most of the Forests are engaged in field activities in processing ditch bill <br />easement applications. This entails review of approximately 250 of the 960 <br />applications. <br /> <br />. Meetings with applicants are being arranged and on-site visits to the facilities are <br />being conducted. Some Forests are utilizing GPS technology to map the facilities <br />in conjunction with the site visits. <br /> <br />. Public scoping has been initiated, and in some cases has been completed, on <br />several Forests <br /> <br />. NEP A analysis and documentation are being prepared based on results of public <br />scooping, field site visits, and analysis. <br /> <br />. Consultation with USF&WS has been initiated on ditch bill easement applications <br />in 4 drainage basins. <br /> <br />. Intensive files review and applicant contacts have resulted in identifying changes <br />in ownership/applicant status. <br /> <br />. Currently outreaching for a detail position for a Regional Ditch Bill Coordinator <br />that will maintain focus on this priority and assist with consistency in the Region. <br /> <br />USFS Briefing with Dave Tenney: Tenny, George, and Cables Meet in Grand <br />Junction: On June 14, Dave Tenny, Deputy Under Secretary for Natural Resources and <br />Environment, USDA; Russ George, Executive Director for the Colorado Department of <br />Natural Resources; and Rick Cables, Regional Forester for the Rocky Mountain Region, <br />USFS, met near Grand Junction for staff briefings and to discuss State/Forest Service <br />relationships and opportunities. Staff from the Water Conservation Board, the Division <br />of water Resources, and the Forest Service gave presentations on the Pathfinder Project, a <br />water planning process on the Grand Mesa, Uncompahgre, Gunnison National Forests; <br />State/Forest Service MOU dealing primarily with water issues; the Colorado Ditch Bill <br />process on the GMUG National Forests; and the City of Grand Junction discussed its <br />cooperation with the Forest Service in their operation and maintenance of the City's <br />water facilities. Later that afternoon Mr. Tenny, Mr. George, and Mr. Cables took part in <br />a panel discussion in Grand Junction on State/Forest Service issues moderated by Ms. <br />Kathy Bond. <br /> <br />4 <br />
