<br />"Downstream Group") with each receiving half (10,300 AF) of the target storage space. <br />The Upstream Group consists of water users in the southwest and southeast Denver <br />Metro area including: Parker W&S, South Metro Water Supply Authority, Centennial <br />W &S, Castle Rock, Roxborough Metro District, Castle Pines Metro District, Castle Pines <br />North Metro District, Hock Hocking Coalition, Perry Park Country Club, and Center of <br />Colorado WCD. The Downstream Group was assisted by Denver Water and the City and <br />County of Denver that will likely release water into the South Platte River for <br />downstream collection and includes: Aurora, Brighton, Central WCD, Western Mutual <br />Ditch Company, State Parks, and Denver Botanic Gardens. <br /> <br />The CWCB is now cost sharing the funding with the local water users through a "Letter <br />of Commitment" between water users and the CWCB. We have has been receiving <br />funding since June 2005 in order to make a sizeable payment to the Corps for the study, <br />and to meet requirements in funding the final stages of this agreement between the <br />CWCB and the Corps. As of July 8, half of the water users have sent in their study cost- <br />share funding, so we are making good progress. <br /> <br />Work tasks that are in progress and/or will be undertaken in the near future by the <br />CWCB, Parks, Tetra Tech and the Corps are: finishing rare plant surveys at the reservoir, <br />finalizing the water users operational plan, recreation mitigation study Phase II, <br />completion of the Antecedent Flood Study, water quality meetings, drafting section of the <br />EIS report, investigation of an "environmental restoration" add-on to the project <br />(discussed above) This project has developed many alliances and partners working well <br />together to make sure that we meet the scheduled completion date of December 2007. <br />This project also holds promise to develop new storage space in the urban setting of the <br />South Platte Basin perceived as helpful in meeting current and future water demands. <br /> <br />Also, on June 16 Director Kuharich, Pat Kowaleski, and CWCB staff met with Mt. <br />Carbon Metro District's President and their attorney, Carrie Cileberto, regarding Mt. <br />Carbon's request for storage space in Chatfield Reservoir. Due to previous lack of <br />attendance at study meetings by Mt. Carbon, the Water Users recommendation presented <br />at the January 2005 CWCB meeting included an allocation for the 16 interested water <br />users, but did not include storage space for Mt. Carbon. Consequently, at the June 16 <br />meeting Mt. Carbon requested 350 AF and the request was perceived as a best and final <br />offer by them. Other requests by Mt. Carbon for additional provisions were deemed <br />negotiable by the group and included: additional 100 AF if available, assurance from <br />Denver Water to work collaboratively with the other Water Users, and defense by the <br />Water Users against third party claims for storage and storage release limitations. At that <br />meeting it was decided that Mt. Carbon would submit information to the CWCB for <br />review regarding their water right for 0.43 cfs from Hock Hocking mine, and any action <br />would await the outcome of the Corps Antecedent Flood Study due out in August 2005. <br />The CWCB staff will likely need to work with the Water Users to find a reasonable and <br />acceptable way to provide the requested storage space to Mt.
