<br />ASFPM Annual Conference held in Madison, WI: The Association of State <br />Floodplain Managers (ASFPM) held their annual conference in Madison, WI on June 12- <br />17. Tom Browning and Kevin Houck from the Flood Protection Section attended in <br />order to satisfy the Community Assistance Program grant requirement. Kevin Houck <br />serves on the ASFPM Regional Director for Region VIII (which includes Colorado, <br />Wyoming, Utah, Montana, North Dakota, and South Dakota) and attended all board <br />functions while at the conference. The Map Modernization Program was the single <br />largest topic of the conference, with its successes and shortcomings in states such as <br />Colorado discussed. Colorado was once again recognized as a national leader in <br />floodplain management with the following statistics acknowledged during the Board of <br />Directors' Meeting: <br />. Second largest state chapter membership (2nd only to Texas) <br />. lOth nationally in number of registered Certified Floodplain Managers (behind <br />coastal states, such as Texas, Florida, and North Carolina, and federal-heavy areas <br />such as Virginia and Maryland) <br />. 2nd highest-ranked community nationally in the Community Rating System (Fort <br />Collins), an insurance discount program rewarding communities with well-run <br />floodplain management programs <br />. No federally-declared flood disasters for the past six years <br />. Membership on the Board of Directors of both ASFPM (Kevin Houck) and the <br />National Association of Stormwater and Floodplain Management Agencies <br />(NAFSMA) (Bill DeGroot and Scott Tucker from Urban Drainage and Flood <br />Control District) <br />. 98.5% participation in the National Flood Insurance Program (by population) <br />. Excellent performance in the Map Modernization Program's early years <br /> <br />Flood Mitigation Assistance Awards to City of Sterling and Town of Pagosa <br />Springs: The Colorado Water Conservation Board's Flood Protection Section, as the <br />Program Administrator of the FEMA's Flood Mitigation Assistance (FMA) Grant <br />Program, is pleased to announce the awarding of federal grant money to the City of <br />Sterling and the Town of Pagosa Springs. The City of Sterling was awarded $109,260 of <br />project funds for the improvement of the Pioneer Ditch, a drainage channel on the <br />northwest side of Sterling which helps drain overflows from Pawnee Creek and Sand <br />Creek. The Town of Pagosa Springs was awarded $11,800 of planning funds for the <br />creation of a Flood Mitigation Plan. In addition, the CWCB was given $12,140 of <br />technical assistance funds for the administration and marketing of the program. <br /> <br />Arkansas River Basin <br /> <br />Kansas v. Colorado: Litigation: The Attorney General will be reporting to the Board on <br />this ongoing litigation, see agenda item 24.i. <br /> <br />Litigation Account: Work continues on the litigation support activities being funded by <br />the Board through the litigation account of the construction fund. The required annual <br />report to the General Assembly is being drafted and will be submitted at the conclusion <br /> <br />25 <br />
