<br />Colorado Water Quality Forum (WQF) Retreat. The annual retreat of the WQF was <br />held in Breckenridge on June 27 and 28. Over 50 participants attended the two-day <br />retreat, including Barbara Biggs and Bahman Hatami. Discussions and presentations <br />included watershed approach in the context of the EP A's strategic plan, successes and <br />challenges in planning and implementing watershed approaches (in Colorado), analysis <br />of successes and challenges of the Senate Bill 276 (WQCD), WQF working group <br />process, and WQF work plan for the coming year. <br /> <br />Water Quality Issues Update: <br />Water Quality Control Commission's consultation request. As previously <br />reported, the WQCC had requested consultation from the SEO and CWCB <br />concerning potential water right impacts in connection with the Basic Standards <br />and Methodologies rulemaking hearing of June 13,2005. A copy of the <br />SEO/CWCB response is attached. <br /> <br />EPA's Targeted Watershed Initiative. As expected, Governor Owen <br />forwarded two out of three grant proposals to the EP A Region 8 last May. These <br />were proposals submitted by the North Fork of the Gunnison Improvement <br />Association and the Clear Creek Watershed Foundation. The proposal submitted <br />by the Roaring Fork Conservancy was not forwarded to the EPA, as each state <br />can submit no more than two proposals per year. The North Fork Improvement <br />Association's proposal was later rejected by the EPA because it did not meet the <br />EPA's formatting requirements. It is expected, however, that the EPA Region 8 <br />will forward the Clear Creek proposal to the EPA National Office, thus advancing <br />it to be a potential candidate to receive funding to complete the project. <br /> <br />Black Lakes MOA. The Board approved the Memorandum of Agreement <br />between the DNR and the Eagle River Water & Sanitation District (District) for <br />enlargement and operation modification of Black Lakes located near Vail Pass at <br />the May meeting. The MOA was signed by the District and has been forwarded <br />to the DNR for Russell George's signature. <br /> <br />HB 1365 - Guidelines for Water Conservation Plan Development - Grant Program: Office <br />of Water Conservation and Drought Planning <br /> <br />The Office completed the fiscal year with a flurry of activity required, in part, by statute <br />as dictated by House Bill 04-1365 - the "Water Conservation Act of 2004". As specified <br />in statute, the guidelines were developed and adopted by the Board at the May 2005 <br />Board meeting: <br /> <br />. Guidelines for Water Conservation Plan Submittal and Review <br />. Guidelines for Drought Mitigation Plan Submittal and Review <br />. Guidelines for Financial Assistance to Covered Entities (aka - the "Water <br />Conservation Planning Grant Program" or "Grant Program"). <br /> <br />These guidelines have been finalized and posted on the CWCB web site. <br /> <br />19 <br />
