Much work has been conducted since the fall of 1999. <br />The Board staff has provided five status reports on that work for interested parties, dated <br />November 8, 1999, November 15, 1999, December 22, 1999, January 12,2000, and April 4, <br />2000. During that time several scoping meetings were held in the study area and a Scope of <br />Work was drafted, revised, and finalized. The Board staff has received a great deal of assistance <br />from residents of the Rio Grande basin in drafting that Scope of Work. The assistance is greatly <br />appreciated. The Scope of Work was distributed to engineering consultants on April 4 - 5, 2000. <br />On April 17, 2000 a pre-submittal meeting was held in Monte Vista for those consultants <br />interested in submitting Statements of Qualifications (SOQ's). By the submittal deadline of May <br />3, 2000 twelve (12) SOQ's had been received. The evaluation process has been initiated. On <br />May 17,2000 the selection of finalists for interviews will have been completed in Alamosa. On <br />June 7, 2000 the finalists will present oral proposals. The top consultant will be selected by the <br />interview panel and contract negotiations will begin. <br /> <br />Backl!:round <br />The legislation that authorized the project, Senate Bill 99-173, stated: <br /> <br />The purposes of the investigation will be to evaluate the feasibility <br />of various restoration projects to improve channel conveyance <br />capacity, reduce vulnerability to flood damages, improve water <br />diversion, restore riparian habitat, and facilitate delivery of <br />interstate compact commitments. <br />
