<br />. <br /> <br />. <br /> <br />There will be a formal signing ceremony by the U.S. Secretary ofthe Interior, and representatives from <br />Arizona, Nevada and California at Hoover Dam on April 4. <br /> <br />usmwc Seeks Applications to Colorado River Citizens' Forum: The United States Section ofthe <br />International Boundary and Water Commission (USIBWC) is seeking applications from community <br />members interested in participating in the Colorado River Citizens' Forum (CRCF). Duties and <br />responsibilities will include reviewing and commenting on technical documents and activities associated <br />with usmwc projects. The CRCF currently has 12 active board members. All board terms are expiring <br />so the usmwc has decided to open the application process to the general public. <br /> <br />New River District Board Members: Three new directors have been named and two directors have been <br />reappointed to fill the five open seats on the Colorado River Water Conservation District Board of <br />Directors. <br /> <br />Mesa County named Dick Proctor, the manager of the Grand Valley Water Users Association, as its <br />representative. Moffat County Commissioner Saed Tayyara will fill his county's seat on the board and <br />Rebie Collins, a rancher from Saguache County and representative on the Upper Gunnison River Water <br />Conservancy District, will fill Saguache County's vacant position. <br /> <br />Reappointed to the Colorado River District Board are Tom Sharp from Routt County and Tom Dunlop of <br />Pitkin County. Mr. Dunlop is an environmental health consultant. <br /> <br />Steve Mathis, an attorney representing Montrose County, was reelected to a second term as President. <br />Gunnison County rancher Bill Trampe was reelected as Vice-president. <br /> <br />Gunnison River Basin <br /> <br />Grand Mesa, Uucompahgre, Gunnison National Forests' Supervisor Selected: Charles S. "Charlie" <br />Richmond was recently named the Supervisor ofthe Grand Mesa, Uncompahgre, Gunnison National <br />Forests (GMUG) succeeding Bob Storch who retired in April of2004. <br /> <br />In a recent trip to Denver, Charlie met with me, Dan McAuliffe and Dan Merriman to discuss the progress <br />or the GMUG Forest Plan Revision, which is underway, the use ofthe Pathfinder Report in the forest plan <br />revision, and progress on the issuance of Ditch Bill Easements. <br /> <br />Charlie intends to move forward with the forest plan revision and the Pathfinder recommendations as Bob <br />Storch had envisioned and proposed to the Water Conservation Board prior to his retirement. <br /> <br />The GMUG has hired a specialist to work on the processing of Ditch Bill Easements and they expect to <br />make significant progress this coming year. The GMUG has more Ditch Bill Easement applications than <br />any other Forest in the Rocky Mountain Region. <br /> <br />Pathfinder Project Receives Regional Forester's Honor Award for Partnership Success: The <br />Pathfinder Project, in which the CWCB participated, recently received the Regional Forester's Honor <br />Award for Partnership Success. In presenting this award to the Forests, Regional Forester, Rick Cables <br />made the following statement, which has direct bearing on water resource issues on not only on the <br />GMUG National Forests but also on all National Forests throughout Colorado: <br /> <br />"The Steering Committee's report exemplifies an outstanding collaborative effort by representing <br />divergent opinions and beliefs and developing a useful product that addresses a common goal of multiple <br />use water management on the GMUG National Forests. - This work represents a fresh look at how the <br />Forest Service can work cooperatively with a wide array of the stakeholders having diverse interests, the <br />Pathfinder Project Steering Committee Report outlines concepts of cooperation and coordination that will <br />provide a strong foundation for the GMUG National Forest Plan revision on water resource management <br />issues. It embodies the collective wisdom of Steering Committee, represents a fair balance of public <br /> <br />25 <br /> <br />. <br />
