~.

proposed mitigation project impacts, DOLA decided to make up the funding shortfall
from existing programs such as the Community Development Block Grant program and ...
the Energy Impact Assistance program. DOLA also sought assistance from the CWCB in _
making up the shortfall, if possible.

Currently, the CWCB administers a FEMA-funded grant program for local governments
called the Flood Mitigation Assistance Program (FMAP). The purpose of the FMAP is to
1) develop local flood hazard mitigation plans, and 2) implement flood mitigation
activities which will reduce future flood damages. Thirteen (13) Colorado communities
are currently in the process of preparing FMAP applications for the CWCB-administered
flood mitigation funds with a deadline of March 16, 1998. Funding for FY 98 will be
available from FEMA shortly. These FY 98 funds could be re-programmed and used to
make up the HMGP shortfall.

ACTION REQUESTED

Staff requests that the Board authorize the staff recommendation to re-program these
funds for FY 98 "ONLY", if needed. The staff further requests that all FY 98
applications receive priority status for FY 99 FMAP funds.

RECOMMENDATION

Board staff recommends that the Board endorse and approve use of Colorado's FY9
FMAP funds to make up the HMGP shortfal1.,)f necessary, and furt er directs staff to
extend priority status to FY 98 applicants for FY 99 FMAP funding.

e

1:/boardmemlmar98/ageoda-4c

MifJJ .
f-t.~-)
}/lbJ# /
(ftIJ~ ( c#'
J &1 ();0/ 7
~J
uu
~
i))~

e
