A copy of the General Specifications prepared for <br />the request for proposals is attached. Mr. Phillip J. Voegtie, P.E., the technical consultant to <br />the Authority, will be at the meeting to answer questions. <br /> <br />Back!!round <br /> <br />Rural El Paso County has been growing. The population outside of the service area of <br />the City of Colorado Springs is served by 27 separate water providers. In an effort to avoid <br />conflicts and realize the benefits of a coordinated approach to obtaining future additional water <br />supplies, 17 of these water providers formed the El Paso County Water Authority in 1997. The <br />Authority is governed by a four member board. Each entity pays dues based on the number of <br />customers served. <br /> <br />The Authority has adopted a five-year program of technical studies aimed at the <br />development of a long range, countywide Water Master Plan. The purpose of the plan is "to <br />develop water resources, systems, and facilities in whole or in part for the benefit of Authority <br />members and their inhabitants, and other residents of the county, now and into the future.
