The District supports the work of the Animas River <br />Stakeholders Group ("ARSG"), whose mission is to "iimprove water quality and aquatic habitat <br />in the Animas watershed." To assist ARSG in carrying out its mission, the District requests that <br />the Colorado Water Conservation Board (flCWCB") ~ccept a donation of the Carbon Lake Ditch <br />water rights ("CL Ditch Water Rights"i from the Sa~ Juan Resources Conservation and <br />De:velopment Council ("Council") to be dedicated to CWCB instream flow rights in the Upper <br />Mineral Creek Basin. The Council, a Colorado non-profit corporation which works <br />cooperatively with the ARSO, was organized to lead local efforts to improve the economic and <br />soCial conditions of the San Juan resource area in La !plata, Montezuma, Dolores, Archuleta and <br />San Juan Counties through development, conservatio'n and proper use of the resources of the <br />area. . I <br />I <br />The CL Ditoh was awarded a oonditional decre~ in Case No. 1751B, District Court, La Plata <br />County, on March 21, 1966, with an appropriation date of July B, 1954, priority 1965.70, for the <br />irrigation of 675 acres in Mineral and Ouray Counties; :10.0 c,f.s. at Headgate I, located on the North <br />bank of an unnamed creek tributary to Mineral Cre~k ("Unnamed Creek"), whence U.S, Mineral <br />Monument ("USMM") (CL) bearsN. 4045' W., 4,590 feet; and 5.0 oJ,s, at Headgate 2, located in the <br />center of the Unnamed Creek, whence USMM eeL) beatis N, 19010' W., 1,505 feet, In Case No. W-46, <br />March 21, 1970, 14.1 c.f,s. of the CL Ditch was ll'\hde absolute and 0.9 Q,f.s, was oontinued as <br />conditional.
