20. Office of Water Conservation and Drought Planning - Water Efficiency Grant Request
from the Center for Resource Conservation

Action: A motion was made by Tom Sharp and seconded by Eric Wilkinson to approve
staffs recommendation that the Board award a Water Efficiency Grant in the
amount of $77,290 to the Center for Resourcr Conservation (CRC) for its 2006
Slow the Flow Colorado program to complete 2,000 irrigation audits and to aid in
a study (Phase II) to analyze historic irrigation audit data to calculate actual
water-savings that can be attributed to the Slow the Flow Colorado program,
thereby supporting the water conservation benefits from such a program. The
motion was approved unanimously (10-0).

24. Water Supply Protection Section - Upper Colorado River Basin Hydrologic
Determination - Availability of Water in the Upper Colorado River Basin

Action: A motion was made by Don Schwindt and seconded by Carl Trick to approve
Staff's recommendation that the Board concur in concept with a Hydrological
Determination that provides New Mexico the contractual water supply as needed
for the Navajo-Gallup Water Supply Project and recommends that Colorado's
Upper Colorado River Compact Commissioner support affirmatively the
proposed resolution of the Upper Colorado River Commission so long as it
remains consistent with the concepts presented by Staff, including the additional
modifications proposed by the Southwestern Water Conservation District, and
including restrictions against marketing the water available to New Mexico; and
to approve Staff to work with Colorado's San Juan River Basin water interests to
achieve, to the extent reasonably possible, the assurances and equitable future
water development opportunities desired, including but not limited to, the
