The staff's November 2000 presentation to the Board outlined the <br />objective, discussion, and benefits that the Program would provide to the State. A $150,000 Flood <br />Response Program was authorized in the 2001 Construction Fund Bill (SB 01-157) and enacted by the <br />Colorado General Assembly. This legislative action made funds available for the Flood Response <br />Program on July 1, 2001. The fund was created to give the Flood Protection Section of the CWCB <br />ability to quickly respond and have program funds in the areas of: flood documentation, flood <br />forecasting and outlooks, post event floodplain mapping, aerial photography, and flood mitigation. <br /> <br />Discussion <br />A total of$130,000 out of the $150,000 is projected to be spent out of the Flood Response Program by <br />June 30, 2005. The $130,000 request to refresh the fund is due to the fact that CWCB will use these <br />funds during FY 04/05 for: 1) preparation of individual flood documentation reports for actual events <br />in Colorado, 2) a contract with John Henz of HDR Engineering, Inc. for Colorado Flood Task Force <br />flood forecasting and weather outlooks during the spring/summer flood season, 3) ongoing work <br />evaluating and producing 100-year flood and debris flow hazards in areas affected by flooding or other <br />natural hazards, 4) develop scopes of work for flood mitigation activities in communities where flood <br />loss reduction is needed, and 5) develop on-call services for digital and aerial photographs and <br />mapping for post-flood documentation and flood hazard identification. <br /> <br />. <br /> <br />Staff Actions <br />Flood Documentation: The spring, summer and fall of2004 have proven to be quite active in terms of <br />meteorological and flood producing events in Colorado. The CWCB has engaged the services of Icon <br />Engineering to assist with documentation of several significant and damaging floods, especially along <br />the Front Range, as a result of flash flooding from thunderstorm activity. The CWCB is documenting <br />several flood events in locations such as Golden, Jamestown, Jefferson County, Teller County and <br />Colorado Springs. Flooding in Golden along Arapahoe Gulch completely destroyed one home and <br />severely damaged several others when at least 3 inches of rain fell over the watershed within a short <br />duration. The storm over Arapahoe Gulch produced rainfall that exceeded a 100-year event. A similar <br />flood on Massey Draw damaged properties along a golf course in Jefferson County.
