<br />Town of Otis and assist the town in pursuing implementation of appropriate mitigation alternatives. <br />Although there are structures potential affected by a 100-year flood in the northern portion of Otis, no <br />new information was generated for the other floodplain affecting Otis, the Northwest Drainage. <br />Community response: The CWCB staff prepared the hydrologic analysis and McLaughlin Water <br />Engineers, under contract to the CWCB, prepared the hydraulic analyses for the Town of Otis. The <br />CWCB is requesting designation and approval on behalf of the Town of Otis, however Town officials <br />and other interested parties have been involved in! the study process and are well aware of its <br />development and its results. A letter from a concerneq citizen was previously received by CWCB staff <br />acknowledging the detailed hydrology work and accepting those results. That citizen has consistently <br />been the most vocal member of the community in terms of stating his concerns about floodplain <br />mapping in Otis. He stated his support for the draft study at a public hearing held in Otis in 2002 and <br />has indicated in telephone conversations and face-to.-face conversations with CWCB staff that his <br />concerns had been met. CWCB Project Manager, Mr. Brian Hyde, has been in regular communication <br />with Town officials. Staff is confident that commimts and concerns regarding the study and its <br />technical accuracy have been addressed. Staff is now ready to move on to the mitigation study for the <br />Southwest Drainage. <br />Staff findings: CWCB staff has determined that the:subject 100-year floodplain information for the <br />Southwest Drainage basin in Otis is in conformance with the CWCB's rules and regulations for <br />floodplain designation and approval. The 100-year flood hydrology was previously accepted by the <br />community and designated and approved by the CWCB.. The floodplain hydraulics and flood boundaries <br />were completed using accepted engineering standards. This new information supersedes outdated <br />approximate Zone A floodplain mapping published i for Otis (published by the Federal Insurance <br />Administration and dated September 26, 1978). CWCB staff recommended that said new floodplain <br />information be designated and approved by the Board to!replace the outdated information. <br />Staff recommendation: Staff recommends that the Board: 1) designate and approve the 100-year <br />detailed floodplain information contained in said new report for the Town of Otis, and 2) authorize staff <br />to prepare a floodplain resolution to be signed by the Director and transmitted to the Town of Otis, <br />Washington County, and FEMA. This action is recommended in order to meet statutory requirements. <br /> <br />STAFF RECOMMENDATION SUMMARY <br /> <br />Resolution Number 03-571: Floodplain Information Reportfor Eagle County. <br />Staffrecommends that the Board: 1) designate and approve the 100-year detailed floodplain information <br />contained in said report for the Eagle and Colorado Rivers, and 2) authorize staff to prepare a floodplain <br />resolution to be signed by the Director and transmitted to FEMA, Eagle County, and to the communities <br />of Eagle Vail, Avon, Edwards, Wolcott, Eagle, Gyps$1, and Dotsero.
