Introduction

At the November 6-7, 1995 Board Meeting, gpproval was given by the Board to grant requests for
easements in CWCB's right-of-way along the Chatfield Downstream Channel Improvement Project
(project) on a case-by-case basis, In addition, at the November 21, 2001 Board Meeting, the Board
adopted the "Easement Guidelines for the Chatfield Downstream Channel Improvement Project" dated
November 2001. The Staff has received a request from McLaughlin Water Engineers Ltd, on behalf of
the South Suburban Park and Recreation District Littleton, Colorado (District), A formal application has
been submitted by the District dated February 27, 2002 - (Request letter attached), This request and
application will provide the District an easement for the construction of a pedestrian bridge for the Big
Dry Creek Trail, which is located in Englewood Colorado, The proposed development site is north of
West l3el!eview Avenue, near Union Avenue, across the South Platte River.

Discussion

The District requests a bridge and trail easement for a crossing of the South Platte River (project) which
will cross the CWCB right-of-way, The development site for the District's request is located in
Englewood, Colorado, The District's development proposal is subject to the approval by the City of
Englewood and District's Board of Directors. The City requires Board action on the easement request
prior to their final action, The development does not impact any of the District's recreational features,
The District's development site is in the CWC)3 right-of-way limits, CWCB staff conducted a field
inspection of the District's request on October 31, 2001.

Use for the Requested Area

The uses for the CWCB land are for the construction of a pedestrian bridge for the Big Dry Creek Trail
System in the South Platte River Floodplain. The trail system is a general public development activity,
The easement area is 20 feet wide by 250 feet long located across the improved South Platte Channel
(River) totaling 5,000 square feet (see attached map). The proposed project is under the design and
construction of a professional engineer. A teJIlPorary construction area will be specified for the
construction of the bridge and connecting trail system features, The staff fmds that these uses can work
