<br />that we can foresee to the Narrows Reservoir <br />from the diversion channel. Some of these <br />effects would be for instance, the sediment <br />deposition in the Narrows and our estimates <br />are that this would probably reduce the con- <br />servation pool in the Narrows by about 73,000 <br />acre-feet within the one hundred year life. <br />This would also have probably some adverse <br />environmental effects, especially on the <br />recreation, fish and wildlife recreation <br />benefits. These have not been evaluated in <br />our analysis. <br /> <br />I <br /> <br />On the basis of our studies to date, we <br />have a choice of two courses of action. The <br />first which we prefer, would be to submit our <br />interim report this month to the division <br />engineer recommending the construction of the <br />West Bijou Creek dam at site "B," but since <br />the benefits or the justification is based on <br />the construction of the Narrows, we would also <br />have to recommend deferral of construction <br />until the Narrows went into operation. <br /> <br />Also, our recommendations indicate that <br />we could reconsider the East Bijou and Agate <br />dams as part of our overall South Platte River <br />investigation. This is scheduled to be completed <br />in F.Y. 1976. This re-evaluation would be based <br />upon a change in the economics that would either <br />be the interest rate going down or the benefits <br />going up because of development in the areas, <br />or something like this. This is one option. <br />This would also allow the Soil Conservation <br />Service to take a look at the small impoundments <br />in the upstream area of the basin, and it should <br />not interfere with the construction of the <br />Narrows project. <br /> <br />The other course of action would be to <br />defer any recommendation on Bijou Creek until <br />the Soil Conservation Service completes their <br />studies in the upstream area, and we could come <br />in in F.Y. 1976 with our recommendations, if <br />there are any projects justified at that time. <br /> <br />I <br /> <br />-6- <br />
