<br />. <br /> <br />. <br /> <br />We support the reopening of the programmatic biological opinion on theIimited <br />conditions offered by the Service: if new information becomes available on depletion <br />impacts not previously considered, but especially if the fish populations decline <br />significantly despite full RIPRAP implementation; if a new species is listed and would <br />be adversely impacted by the magnitude or pattern of depletions covered by this <br />opinion; or if the specified RIPRAP items are not completed. <br /> <br />. <br /> <br />In any instance where flows for the 15 Mile Reach are protected by contract, lease, or <br />some other agreement, violation of the agreement should be considered a failure to <br />implement the RIPRAP items for the 15 Mile Reach and should be grounds for <br />reopening the programmatic biological opinion. <br /> <br />. <br /> <br />"lVr,,, ...thpC~ ,1,.;.ptl'\......~-ro:l.
