PROGRAM DESCRIPTION <br /> <br />A.1 BACKGROUND <br /> <br />Water is the lifeblood of the American West and the foundation of its economy. More than a <br />century ago, American pioneers began harnessing the water of the West, operating vast new lands <br />for settlement and development.
